Brent Smith has been employed with Hopkins County EMS as the EMS Director since 2009.  Prior to Hopkins County EMS, Brent has held other administrative and management positions within various EMS agencies with over 14 years in EMS management.  Dynamically he has been in employed for For-Profit agencies and Hospital based EMS providers.  Brent Smith also serves as a Task Force Leader for EMTF-4 and has many years of experience in disaster management and evacuations.  He maintains active roles in the State M-IST program and holds an adjunct instructor position for Texas A&M Engineering Extension Service (TEEX).

Netra began working in EMS in 1991.  She has been an EMT for over 21 years and has been working at LifeNet EMS since their inception in 1993.  Currently, she is the Public Relations and Marketing Manager for LifeNet and is responsible for providing community outreach programs to LifeNet’s Texarkana Division service area.

Netra is married to Dave, has two grown children and one granddaughter.

Stuart is employed with Hopkins County Memorial Hospital serving as Trauma Coordinator as well as working in the ER. Stuart has been with HCMH since 2002 beginning as a Paramedic before becoming a RN  Stuart is married to wife Amber with 2 daughters Toni and Maci.

Mark is a founding member of NETRAC when it was formed in the early 1990s. Mark is a past chairperson, and currently the vice-chair of NETRAC. Mark is currently the Director of Emergency Medical Services and Cardiac Rehabilitation at Titus Regional Medical Center. 

He has an AAS in Nursing and Emergency Medicine, a BA in Nursing and Business and a MS in Management. Mark is married and has 2 children and 5 grandchildren.


   
   

Mrs. Mary Beth Rudel- ATCOG

Mary Beth Rudel has been an employee of the Ark-Tex Council of Governments (ATCOG) for 3 years, and is currently the Homeland Security Program Manager.  The Ark-Tex Council of Governments region includes nine counties -- Bowie, Delta, Cass, Franklin, Hopkins, Lamar, Morris, Red River, and Titus. She holds a Bachelor of Science in Health Education from Texas A&M University. Ms. Rudel is married and resides on a cattle ranch in Atlanta, Texas.
